Title: Procurement Manager
Report to: APAC PROJECT SOURCING MANAGER
Location：Beijing/Shanghai/Guangzhou/Tianjin
Description
• Administrative and functional management of assigned personnel
• Functional performance of the China Project & Services Sourcing team.
• Primary sourcing interface for assigned areas of responsibility to business management within applicable HPS Lines of Business (LOB’s).
• Ensure policy compliance
• Continuous improvement and financial performance to meet or exceed both Annual Operating Plan (AOP) and Strategy Deployment targets
• Represent China sourcing in STRAP and related Global Sourcing & Integrated Supply Chain (ISC) planning, strategies, and initiatives.
• Includes being the Supply partner for the business team (s) for process definition, deployment, results and improvement, strategy development and utilization, oversight of the local implementation of purchasing practices within the Strategic Geographies LOB regions, and delivery to an annual operating plan for; Proposal Win Rate, Sourcing Early Engagement; Supplier Cost Reductions, Cash (thru AWPT), Supplier Quality and Risk Management.
• Ensure timely CP/S deployments
• Annual Spend: $100 – 150M USD (combined third party & inter-company)
• Total number of suppliers: 400+

• Communication and Interpersonal — multi-lingual, crisp verbal skills for velocity, plus effective listening skills; effective facilitation skills; demonstrates high energy, and models behaviors to motivate the team.

• Strategic thinking — ability to make sound business judgments related to strategic supply philosophies and initiatives.
